Valery Okwenda, HSC, is a Development, Results Measurement Specialist with over ten years of experience working across agriculture, private-sector development, and public-sector programmes in East Africa. Her work focuses on strengthening results frameworks, improving data systems, and supporting organisations to use evidence effectively in programme planning, delivery, and policy implementation.
At IFAD’s Accelerating Agricultural Transformation Initiative (AATI), she’s contributing to results measurement activities, indicator methodology, and improvements in reporting consistency across programme components. Her role includes supporting the refinement of tools and approaches that enable AATI and its partners to track progress in a coherent and credible manner and to better align results measurement with sector policy objectives.
Valery’s previous experience includes advisory engagements across the Eastern Africa region with the IFC (World Bank Group) and assignments supporting government agencies and development partners to embed results-oriented planning, strengthen accountability mechanisms, and enhance the use of evidence in policy and strategy processes. She was awarded a Head of State Commendation (HSC) in recognition of her professional contribution and service.
She holds a Bachelor’s degree in Economics, a Master of Arts in Project Planning and Management from the University of Nairobi and a specialised certification in Public Policy Analysis from the London School of Economics and Political Science (LSE).
